THE CHARLESTON COURT AT ABACOA HOMEOWNERS ASSOCIATION, INC.
BOARD OF DIRECTORS MEETING
MAY 15, 2002 – 7:00 PM
LOCATION: ISLAND AT ABACOA COMMUNITY CENTER
MINUTES
It was determined a quorum was present. Board members present were James
Hotchkiss, John Kerns, Eric Arens and Lee Wolff. Also present were Beth Goin and
Susan Jensen representing Bristol Management.
The meeting was called to order at 7:00 pm.
Minutes:
A motion was made by John, seconded by Lee and carried to accept the March
minutes.
Financials:
John gave the Financials. A year to date favorable variance of $8101 is due
to the fact that mulch and back flow testing are done on a yearly basis but
accrued monthly. John asked Bristol Management to close the Admiralty Bank
account with the $9400 in it so it can be invested with Paine Webber. Lee made a
motion, Eric seconded, and the motion was carried to accept the financials.
Manager’s Report:
Beth gave the Manager’s report as follows:
Revenues from sales and leases are about $1000 ytd after the reminder about
filling out paperwork went out. Delinquent accounts finally paid and the policy
after 14 days is to give it to the attorney for collection.
The tagging of vehicles and violation letters were discussed and the Board
wants to continue doing both of these.
A motion was made, seconded and carried to move forward on the appraisal.
Once completed the roof reserves will be completed and certified. The insurance
agent can then prepare a blanket policy for the association. Then the attorney
will prepare the document amendments.
Old Business:
The lighting issues, pricing and options were discussed. The board wants to
send 12 people on the walkway a motion sensor for their outside light and a
letter to everyone else on the walkways asking if they want one.
The small 5 mph signs are being installed before the next board meeting with
James helping with placement and poles used.
A motion was made by Eric to put into resolution to continue collecting the
Capital contribution, made up of 2 months maintenance fee, seconded by Lee, the
motion was carried.
New Business:
Doug Winter’s truck violation was reviewed and the board is open to changing
the rules to allow some trucks.
John motioned for phone interviews for prospective owners/tenants who are
moving in from out of the area, Eric seconded, motion carried.
Rentals for less than twelve months are not allowed.
The irrigation was discussed along with head problems and drought conditions.
Beth told the board that she has hired people to get the heads working properly.
Beth will ask Treasure Coast Irrigation to put together a proposal for the areas
that do not have proper coverage. The proposal will be reviewed at the next
Board meeting.
The meeting with the Town Manager is set for May 29, at 8 am. The board
members were encouraged to attend.
The Abacoa POA will be meeting on a quarterly basis with the Abacoa collation
to address issues and review financials.
Masterpiece pool will begin the pool maintenance on June 1st.
The board wants Total Maintenance to trim the trees higher, also want a
proposal to trim the trees that are scraping the gutters.
Eric made a motion to get Total Maintenance to trim the trees that the POA
owns and charge back to the POA, John seconded, the motion carried.
James wants the house colors from color wheel put on the website.
John wants signs put up saying residents only, private property.
With no further business the meeting was adjourned.
